Self-drive car hire
Key messages
Parliamentarians and staff can hire self-drive vehicles, noting:
- Staff should ensure the rules outlined below are met when hiring a vehicle.

Access value for money car hire rates
As of February 2024, parliamentarians and their staff can access the Whole of Australian Government (WoAG) Vehicle Rental Arrangement. Bookings can be made through Corporate Travel Management (CTM). Using the WoAG arrangements means daily rates, fees, charges, refuelling costs and insurance excess are cheaper than hiring vehicles through other car rental companies (who are also available for booking through CTM but are not under the WoAG travel arrangements). The WoAG travel arrangements also provide simpler processes and streamlined paperwork, and you can access a fuel card to refuel the vehicle so you are not left out of pocket for fuel charges.
If you would like to benefit from the reduced rates, ask CTM to access the WoAG travel arrangements and rates for car hire when making your booking. Parliamentarians and staff can access any car rental company for their work-related travel (outside the WoAG vehicle rental arrangement), however other terms and conditions will apply.
Employee travel – key points
As defined under the Domestic travel Guideline, all employees must seek the most efficient, effective, economical and ethical use of public money when arranging travel and other commitments, making reasonable efforts to reduce the overall cost to the Commonwealth.
When hiring a vehicle in Australia, as directed by the employing parliamentarian for official business, the vehicle:
- cannot be hired for more than 10 days duration
- is not to be used to travel to and from work – this includes journeys within
- Canberra (within a 30km radius of Parliament House)
- a city/ town where the employing parliamentarian’s electorate or other office is located (except by employees of the Prime Minister, Leader of the Opposition, or leader of a minority party)
- can only be used on weekdays, unless exceptional circumstances apply and the senator or member has approved
- cannot be used for private purposes.
Note: Staff cannot claim fines, penalties, or associated administrative costs (for example, the administration fee charged by a car hire company to issue a fine).
Insurance
When hiring a vehicle, please consider the available options for insurance carefully so you are covered in the event of an incident. If you use the WoAG travel car hire arrangements, you will reduce overall insurance costs including fees and excess. For all other car hire arrangements, we recommend you take the highest level of insurance to reduce liability to the Commonwealth in case of loss or damage to the vehicle.

Parliamentarian travel – key points
Under the Parliamentary Business Resources framework (PBR framework), parliamentarians must ensure that work expenses for parliamentary business are consistent with the obligations under the PBR Act:
- value for money
- dominant purpose
- conditions
- good faith
- personal responsibility and accountability.
Hire cars should not be used within the member's electorate if the member could reasonably use their private plated vehicle or the allowance received in lieu of the private plated vehicle to fund the travel.
Nonetheless, where appropriate, there may be sufficient reason for a parliamentarian to hire a self-drive vehicle. For example, if you were to hire a car in Canberra to enable transport to and from Parliament House and meetings, this would meet the dominant purpose test to travel. A stop at the shops on the way to collect dry cleaning would be incidental to the purpose of the car hire.
If you are unsure, IPEA can provide advice on meeting the dominant purpose and value for money obligations set out in the PBR Act. Parliamentarians remain personally responsible and accountable for their travel and use of public resources and must be prepared to justify publicly their expenditure.

Insurance
For all car hire arrangements, we recommend you take the highest level of insurance to reduce liability to the Commonwealth in case of loss or damage to the vehicle. If you use the WoAG travel car hire arrangements, you will reduce overall insurance costs including fees and excess.

Frequently Asked Questions (FAQs)
Yes, under the Whole of Australian Government (WoAG) travel arrangements for car hire, the arrangements allow for additional authorised drivers at no extra cost.
Under other car hire companies, there may be an applicable charge for an additional driver. Any additional drivers should be communicated to the car rental company, at the time of booking. Please ensure that the rental company is aware of all additional drivers of the rental vehicle in the event of an accident.
If using the WoAG travel arrangement for car hire with CTM – you can use the fuel card (provided with the vehicle) to top up fuel on your journey.
However, for other car hire arrangements you can pay for fuel or electric charging costs yourself and then seek reimbursement from IPEA.

If a fuel card is lost or stolen, it must be reported immediately to the location where the vehicle and fuel card was collected. The location will then deactivate the fuel card to prevent any other party using it. Fuel cards should be looked after like any credit card and we recommend you keep the fuel card safe in the glove box of your hire vehicle. If the fuel card is lost or stolen, a fee is likely to be charged by the rental company. These fees may impact parliamentarian budgets.
Under the WoAG travel arrangement for car hire, there is a 59-minute grace period for late returns (with no fee incurred). If the vehicle is returned 60 to 119 minutes late, a fee will be applied equivalent to a half day rental rate. For returns later than 120 minutes, a full day rental rate will be charged.
Other car hire companies have grace periods for vehicle return and varying terms and conditions. Additional costs may apply outside the grace period. Information should be on the rental agreement, if unsure please ask the car rental company.
Associated late return fees are covered by the Commonwealth and may impact parliamentarian budgets.
Yes, roadside assistance is available 24-hours a day, 7 days a week. Drivers should identify themselves when placing the roadside assistance call and stay with the vehicle until assistance arrives. The roadside assistance number will be visible in the vehicle. Drivers will be required to quote their rental agreement number when requesting assistance.
Please be aware that for some types of roadside assistance calls, a fee will be payable to the car rental company. These fees can be charged back to CTM who will then send the costs through to IPEA.
Roadside assistance is provided without cost to you for problems with the vehicle that were not your fault. This is included in the daily car hire rate.
However, if the problem was your fault (e.g. running out of fuel, losing the keys or locking the keys in the vehicle), or if the driver is at fault and the vehicle requires a tow, any towing costs or parts provided will be charged as additional fees to the Commonwealth and may impact parliamentarian budgets. The towing cost, in the event of an accident, may be included in the damage excess (insurance).

Procedures for reporting accidents and roadside assistance will be provided with each rental vehicle. You can contact the car rental company’s customer care and they will assist and re-direct where needed.

Fines, penalties and associated administration fees are to be paid for personally by the driver (parliamentarian or staff) who incurred such a penalty/ies.
The Whole of Australian Government (WoAG) Travel Arrangements are coordinated procurements established and managed by the Department of Finance designed to reduce travel-related and administrative costs, simplify processes and optimise savings when booking and paying for official travel.

Yes. It is strongly recommended that you inspect the vehicle before you drive off. The car rental company will generally inspect the vehicle prior to collection and note any damage, but it is important that the driver also inspects the vehicle to make sure that all pre-existing damage is identified and noted. This will avoid any disputes when the vehicle is returned. Taking videos or photos prior and post the car hire can be a good way to record the condition of the vehicle. A post-rental inspection accompanied by a car hire representative (if practical) is also recommended.
For car hire, tolls are charged to the Commonwealth as additional fees and may impact parliamentarian budgets. Please check with your car rental company on how tolls are managed. Tolls are not reimbursed for staff where incurred during a personal stopover or a period of leave.
